The federal Weatherization Assistance Program (WAP) provides free weatherization for income-qualified US households (typically under 200 percent of federal poverty level). Covered upgrades: attic and wall insulation, air sealing, water heater wrap, sometimes furnace tune or replacement. Average benefit value: $4,200 per home. Application is through state-level WAP offices. Waitlist times vary by state from 3 months to 2 years.

WAP eligibility criteria

Households under 200 percent of federal poverty level qualify. Auto-qualified if receiving Supplemental Security Income (SSI), TANF, or Low Income Home Energy Assistance Program (LIHEAP).

Renters can qualify with landlord approval. The landlord must agree to receive the weatherization without raising rent for 12 months post-installation.
