The Pennsylvania PUC publishes the price-to-compare (PTC) for each utility every quarter. The PTC is the rate to beat when shopping suppliers. PaPowerSwitch.com lists all PUC-certified suppliers and their current offers. Four supplier-list fields to sort by: locked rate, contract term, cancellation fee, renewal terms. Ignore: introductory rates, opt-in green premiums, monthly customer charges beyond what the utility already bills.
How the PTC is set
Each PA utility files a procurement plan with the PUC. The procurement plan describes how the utility will buy power on behalf of default-service customers. The PUC approves the plan and publishes the resulting PTC quarterly.
PTC is the rate a customer pays if they have not enrolled with a supplier. It is also the benchmark every supplier offer is compared against on PaPowerSwitch.
The 4 supplier-list fields to sort by
Field 1: locked rate per kWh. The rate that holds for the full contract term. Field 2: contract term. 18 to 24 months is the sweet spot.
Field 3: cancellation fee. $0 to $50 acceptable; over $100 is a red flag. Field 4: renewal terms. Confirm at least 30 to 60 days notice before auto-renewal so you can re-shop.
What to ignore on the PaPowerSwitch interface
Ignore: variable rate plans (price moves monthly with wholesale). Ignore: introductory rates that re-price after 3 months. Ignore: green premium upcharges unless you specifically want certified renewable energy.
Sort the offer list by 18-month locked rate ascending. Click into the top 3 to 5 offers to read the contract details. Pick one that satisfies all 4 critical fields.
Lock the rate before the next reset.
